At the CBE System Parent meeting last Wednesday, April 27, parents were told that transportation fees would no longer be subsidized by the CBE and that the new fee recommendations would be brought before the board of trustees at tonight’s public board meeting.
On Monday, May 2, the board meeting agenda and reports were posted online as per their board procedures. However, although the 2011-2012 Transportation Fee Schedule was on the agenda, no report was provided. This means that citizens will not have the opportunity to view the proposed changes, question them, or make their elected trustee aware of how they view these changes, before the matter is voted on by the trustees at the board meeting.
When questioned as to why this report was not included online as per board procedures, the following response was received:
Good Afternoon Ms. Hurdman,
Due to the nature of the report, it has been embargoed until the public meeting. The report will be available publicly tomorrow at the board meeting, and posted on-line following the meeting.

As no reference to a policy allowing for embargoing public reports is in the board procedures, I asked for further clarification from Trustee Bowen-Eyre last night at 6:58pm. The e-mail sent is below. Any response given will be posted here.
Dear Trustee Bowen-Eyre,I am concerned about this precedent being made in embargoing public reports until the board meeting. As this is a public report, being presented in a public board meeting, I do not understand why the public would not be able to see the report today as per board procedures. By embargoing the report, the public can not make any statements, nor ask any questions before the issue is decided by the trustees. As my elected representative and as the Chair of the Board of Trustees’ Governance Committee, I would like you to explain to me why this report has been embargoed and under what policy provisions can this be done in this instance and in the future.I look forward to your reply.Sincerely,Trina HurdmanSecretary, ARTICS
